Your Role

The Installation and Billing (I&B) team within Blue Shield of California oversees the enrollment and billing and payments process for their groups and members. This role, Product Owner- Consultant, will report to the Manager of Programs and Projects and will be responsible for the development and enhancement of our Medi-Cal enrollment process, as well as oversee the management of billing and payment for the I&B team. In this role you will manage two distinct product services of various complexities by improving access to healthcare services and ensuring a seamless experience for both providers and beneficiaries.

Your Work

In this role, you will:

  • Drive Agile practices within the product development team, ensuring effective sprint planning, daily stand-ups, and retrospectives.
  • Support the Agile team members and teams to deliver the best solution to the market presented by the Agile Product Management team.
  • Fiscally manage the Service Enhancement annual budget through collaborative prioritization of user stories and Agile team's backlog.
  • Build and maintain the Agile team's backlog of prioritized user stories, with regular refinement based on value, size, and dependencies.
  • Work with the Agile team on the acceptance criteria and set the acceptance criteria for the Stories in the team's backlog and ensures that the team's output meets it prior to production release.
  • Collaborate with cross-functional teams to define and prioritize product features and enhancements for the Medi-Cal enrollment platform.
  • Develop and maintain a product roadmap, ensuring alignment with business goals and user needs.
  • Work closely with development teams to deliver features on time and within scope.
  • Monitor key performance indicators, user feedback and Incident management support to continuously improve the enrollment process.
  • Additional responsibilities will include leading the strategy and execution of Billing and Payment systems, ensuring accuracy, efficiency, and compliance with relevant regulations.
  • Work with cross-functional teams to resolve any billing and payment-related issues promptly.


Qualifications

Your Knowledge and Experience

  • Requires bachelor's degree or equivalent experience and 7 years implementing Agile methodologies or similar experience implementing complex initiatives and/or products
  • Graduate degree (e.g., MBA) is highly preferred
  • Scaled Agile (SAFe) certification, Product Owner/Product Manager (POPM), Scrum Master (SM), or Agile Product Management (APM) certifications required
  • Demonstrated (7+ years) experience as a Product Owner / Manager in the healthcare industry, with a focus on Medi-Cal enrollment and knowledge of billing/payment systems preferred.
  • Strong understanding and application of Agile methodologies and experience implementing them in product development.
  • Excellent communication and collaboration skills, with the ability to work effectively with cross-functional teams.
  • Familiarity with healthcare regulations and compliance requirements related to Medi-Cal enrollment and billing preferred.


Pay Range:

The pay range for this role is: $ 118,000to $178,200 for California.

Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
