SaskEnergy Incorporated's Digital, Technology & Security (DT&S) is comprised of four functional groups focused on Network and Infrastructure, Business Applications, Security, and Business Process and Analytics. All four groups work closely together to provide an efficient and reliable IT environment. DT&S supports and maintains the corporate information technology infrastructure at SaskEnergy and works together with the Business groups across the corporation to align people, processes, and technology.

The Business Process and Analytics group leads and facilitates technology innovation, working with business leaders to transform broad ideas into viable and effective solutions. Business Process and Analytics is made up of the following departments: Analytics, Business Process, Geographical Information Systems (GIS), and Enterprise Information Management. The Business Process team provides expertise in business process and business analysis services and supports projects, initiatives, and internal operations improvements to accomplish organizational goals.

SaskEnergy has adopted the Prosci/ADKAR methodology for Organizational Change Management. It is recognized that Organizational Change Management (OCM) is a critical component to project success and as such, SaskEnergy has a need to onboard a Change Manager to provide deliverables on select business-related initiatives and IT projects.

Description of Requirements:

Formal training in Change Management with Prosci/ADKAR Certification is an asset for this role; as well as past experience in delivering organizational change management content to support the delivery of Organizational Change Management (OCM) projects on an enterprise-wide scale. Proposals are to provide examples of OCM experience including a detailed discussion of their roles, responsibilities, and deliverables on the initiative. Proposals should also provide specific and qualitative verbiage of other areas where resource expertise can add value to this initiative and make our project as successful as possible.

The Organizational Change Manager Resource is expected to use their experience and expertise to support the organizational change management efforts on the assigned project(s) through the creation and delivery of organizational change management deliverables in alignment with the Prosci/ADKAR methodology and best practices. This role focuses on the creation of organizational change management work products and deliverables for distribution to the project team, project manager, and/or business lead and relates to the creation of work products for proofing by the project team, project manager, and/or business lead and deployment through the sponsor assigned to the project(s). The Organizational Change Manager will functionally report to the Project Manager for the project.

The proposed Resource candidate preferably has the following skills and experience listed below.

1. Prepare for change by collaborating with the project team, including the Project Manager and/or Business Lead, to understand the project and assess the magnitude of change from the current state to post-implementation.

2. Maintaining project documentation related to the organizational change management activities as per SaskEnergy project standards and guidance.

3. Adhere to Prosci/ADKAR methodology and the standards set out by Change and Business Solutions to deliver OCM for the project(s) and/or initiative(s).

4. Facilitating discussions for the purpose of gathering and understanding the stakeholders and impacts of the change.

5. Identify a set of actionable and targeted OCM activities and efforts to be included in the overall project plan.

6. Develop the required organizational change management deliverables including, but not limited to, the Change Management strategy, Change Management Plan, communication plan, sponsor engagement and reports, training plan, reinforcement plan, and resistance management plan.

7. Conduct readiness assessments, evaluate results, identify risks, issues, and anticipated points of resistance, and make recommendations as necessary.

8. Working independently and collaboratively with team members as required.

9. Experience leading Change Management on an IT project.

10. Knowledge of Continuous Improvement or Agile methodology and Project Management for IT projects.

11. Experience in knowledge sharing to ensure the progressive realization of improvements within the change management standards.

12. Possess excellent written, oral, and listening communication skills, adapting to audiences ranging from end users to C-level management.

The preference for a start date is as soon as possible. The initial term for this role(s) will conclude on March 31, 2025, after which SaskEnergy will evaluate its' ongoing requirements and potentially extend the term for this resource in accordance with the terms and conditions.

The resource(s) will be required to work and be located on-site at SaskEnergy Head Office in Regina, SK (Monday to Friday, 8 am to 5 pm) and the proposed hourly rate shall be inclusive of all travel and living costs (PST and GST are extra). Hybrid or remote work arrangements will not be considered for this position.

If shortlisted, the proposed proponent(s) will be required to attend an interview at his/her expense.

Mandatory Requirements (Pass/Fail):
  1. Resource must be Prosci/ADKAR certified at the time of proposal submission. Please provide a copy of the certificate with the proposal submission.
  2. 2. Resource must be able to work and be located full-time on-site at SaskEnergy Head Office in Regina, Monday to Friday, 8 am to 5 pm.
