Summary

The incumbent of this position serves as a Human Resources Specialist (Classification) for the U.S. Agency for Global Media, Office of Human Resources (OHR), and is responsible for providing position classification policy and agency-wide support, as well as day-to-day providing operating classification support to assigned organizational. The position also participates in the development and evaluation of agency policies, programs, and procedures on a variety of workforce management issues.

Duties

Duties include, but are not limited to:
  • Serves as HR Specialist to provide agency-wide Position Classification policy level support, to include: plans, develops, and writes policy and procedures on position management, position classification, and related issues.
  • Adjudicates position classification appeals and requests for accretion of duties promotions.
  • Provides Position Classification and Position Management support to assigned organizations.
  • Develops standard position descriptions and guides covering major groups of jobs to establish and maintain a uniform approach to, and consistency in, classification.
  • Reviews and comments on proposed classification standards issued by OPM which cover positions in the organization.
  • Provides workforce management and related advice and support to management.
  • Develops strategies and assists management in workforce repositioning and reshaping due to downsizing, imbalances of staff versus workload, office closures, etc.
  • Responds to Congressional inquiries and general correspondence to clarify operating procedures and regulations and to provide employment information.
  • Provides training and assists in the technical oversight of lower-graded specialists.

  • This is a non-sensitive position. If selected, this position requires the completion of the SF-85.
  • Suitability Determination: If selected, you may be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
  • This position is not covered by a union agreement.
  • The full performance grade level for this position is GS-13.

Qualifications

Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service or equivalent level in the private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience involves applying an authoritativeknowledge of human resource management specializing in position classification and includes all of the following:
  • Providing authoritative advisory service on position classification and position management issues;
  • Conducting extensive self-initiated or problem-driven studies to determining what guidance is necessary and feasible and preparing guidance;
  • Classifying an extensive variety of different and dynamic occupations, including scientific and engineering, other professional, IT, technical, and assistance occupations, which include unique job characteristics and a history of agency classification appeal activity requiring precision in reviewing agency trends and data involving controversial or precedent-setting cases; and
  • Skill in oral communication to deal with managers and employees on complex and controversial human resource issues.
