Collins Aerospace is looking for a Senior Principal Systems Engineer, Program Chief Engineer. The Secure Information Systems (SIS) is seeking a motivated, Chief Engineer (CE) within the Secure Mission Solutions (SMS) /Mission Systems Strategic Solutions (MSSS) product line. This position is responsible for engineering cost, schedule, and engineering execution of multiple program efforts, including Obsolescence mitigation, qualification testing and integration of existing Engineering Change Proposals (ECP's) into a high-volume production line. This role reports to the SIS Chief Engineer and directly oversees the engineering leadership on the program. The selected individual will lead a multi-disciplinary team of engineers, identify risk and opportunity in technical developments while driving program execution. This role will interface with customers and vendors to ensure requirements and schedule compliance. It is a role that involves high team interaction and an onsite presence.

Responsibilities to Anticipate:
• The Program CE is the single engineering leadership point of contact and is responsible for the engineering execution of an entire program, overseeing staffing, schedule, and financial aspects
• Ensure technical integrity and engineering execution across all IPTs, CPTs, and disciplines within the Programs
• Develop executable Estimates at Completion (EAC) for the program in collaboration with the responsible Engineering Cost Account Managers.
• Responsible for the engineering proposal bid review (EPBR) content briefings to senior engineering leadership
• Oversees and approves all RFP and RFI scope that comes through the program area
• Authority to manage all program engineering related activities across the program, including other program Chief Engineers working sub efforts
• Ensures the overall system design is optimized to meet the required performance within the project constraints (cost and schedule), and production efforts execute as planned
• Effective engineering management of suppliers in accordance with subcontractor statement of work, requirements specifications, and engineering processes
• Ability to independently brief, interact and lead engagement with senior customers and executives on major proposals
• Ability to establish a strong technical baseline with disciplined change management, while operating in a rapid development environment within Systems & Design Engineering
• Ability to lead across a highly multi-disciplinary role, requiring experience across all design engineering disciplines, technical supplier management, business development, and program leadership
• Ability to work both independently and collaboratively as part of a diverse team

Qualifications/Experience Needed:
• Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
• High Volume Factory production with experience mitigating part obsolescence
• Experience in hardware, crypto systems design, use-case development, operational analysis, integration, test and system qualification
• Phenomenal communicator with the ability to explain complex technical systems clearly in simple terms to mixed audiences
• Strong Customer relationship experience
• Business-related travel may be required
ACTIVE Secret Security Clearance or higher REQUIRED

Security Clearance:
• Active and transferable U.S. government issued security clearance is required prior to start date
• U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
• Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements.

Preferred Qualifications:
• Ability to facilitate and coordinate activities across multiple facilities and locations
• Results-oriented work ethic and able to communicate effectively with senior leadership and other engineering disciplines
• Capture effort coordination and developing proposals to obtain funding, spanning technical proposal development, work breakdown structures and cost estimation

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
